21st Century Cures Act Represents Victory for Behavioral Health

“With the U.S. Senate’s vote last week to pass the 21st Century Cures Act, an incredibly important piece of legislation is becoming law. The Cures Act – with provisions that impact aspects of health care from the FDA approval process of new treatments to cancer and Alzheimer’s research – represents a particular victory for behavioral health.

“The mental health provisions of the Cures Act establish a new assistant secretary for mental health in the Department of Health and Human Services, as well as a chief medical officer, elevating behavioral health in the context of overall health policy. The Cures Act also provides funding for grants in critical areas like suicide prevention and to address the nation’s critical opioid crisis.

“Provisions of the Cures Act will also provide stakeholder education and protect consumers by ensuring compliance with existing law, the Mental Health Parity and Addiction Equity Act, which prevents health plans from imposing less favorable benefits for mental health and substance abuse disorders than for medical and surgical benefits.

“Mental health and addictive disorders affect millions of Americans of all ages. As the largest provider of behavioral health services for seniors in Louisiana and one of the largest in Texas, we understand firsthand the impact inadequate coverage and access can have on an individual. The 21st Century Cures Act – a bipartisan bill nonetheless passed overwhelmingly by a divided Congress – represents a victory for all those Americans and their families, shines a light on the often stigmatized illness and is a significant step forward for behavioral health in our country.”
