Oceans Healthcare Names Durand Crosby Hospital CEO for Norman

Behavioral health executive brings deep experience in system operations and public service leadership

PLANO, Texas. – Oceans Healthcare, a behavioral health provider focused on healing and long-term recovery, today announced the appointment of Durand Crosby, J.D., Ph.D. as Hospital CEO for the Behavioral Health Center at Porter Health Village.

In this role, Crosby will provide executive leadership for hospital operations, clinical services, and strategic initiatives, supporting high-quality care delivery and operational excellence within the Oklahoma market.

Crosby brings extensive experience in behavioral health leadership, public service, and healthcare operations. He most recently served as Senior Deputy Commissioner for the Oklahoma Department of Mental Health and Substance Abuse Services, where he helped oversee statewide clinical, operational, regulatory, and fiscal functions within a complex public behavioral health system.

His background includes executive leadership roles spanning operations management, regulatory oversight, strategic planning, and workforce development. Crosby has also served in legal and academic leadership roles, contributing to policy development, organizational governance, and leadership education within healthcare and public service environments.

Crosby holds a Doctor of Philosophy in Business Administration from Oklahoma State University and a Juris Doctor from University of Oklahoma, and brings a disciplined, mission-driven leadership approach aligned with Oceans Healthcare’s commitment to quality, accountability, and patient-centered care.
